In 1994, the U.S. Department of Transportation unveiled its Strategic Plan. It lists
among its goals that of promoting safe and secure transportation by reducing deaths
and injuries on our transportation system. This directory, compiled by the regional
offices of the department's modal administrations, is intended to provide you, our
customer, with information needed to help us achieve this goal. We have included
descriptions of our vast and varied safety programs and key points-of-contact within
New York and New Jersey.
As we approach the next century, our transportation system remains critical to the
well being of this nation. There are nearly 4 million miles of highways and roads;
more than 240,000 miles of rail; and 11,000 rail miles in rapid transit. Traveling
along them are 143 million registered vehicles, 39 million light trucks, 6 million large
trucks, more than 70,000 buses, 1,000 trolleys, 5,000 commuter rail cars; and, in the
skies, 300,000 civil registered aircraft. In addition, thousands of barges travel on
26,000 miles of waterways, and we have a 190,000 petroleum pipeline system.
Locally, our region boasts the nation's largest mass transit system, its busiest ports
and first mandatory seat belt law. And our transportation systems and safety
programs are renowned, admired and frequently emulated.
Although the number of people killed or injured in transportation incidents is lower
than it has been for 30 years, our system should be safer and our nation should not
have to spend nearly $15 billion in health care costs as a result. We must work
together within the department and with traditional and non-traditional partners to
make our transportation modes and system safer.

The Federal Railroad Administration promotes safe, environmentally sound,
successful railroad transportation to meet current and future needs of all customers.
We encourage policies and investment in infrastructure and technology to enable rail
to realize its full potential. FRA's principal goal is to promote and improve the safety
of the rail transportation system. Our objectives are to reduce all rail-related
incidents and casualties, minimize risks related to rail operations, and foster safety
partnerships with and between rail labor and rail management.
Within its regional boundaries, FRA Region 1 maintains regulatory oversight over all
freight railroads, Amtrak, commuter railroads (including the operations of Long
Island Rail Road, Metro-North, New Jersey Transit and Port Authority Trans-Hudson), certain excursion railroads, and rail hazardous materials shippers and
consignees.
Regulatory oversight is the primary responsibility of FRA Region 1's staff of railroad
safety specialists and inspectors. In addition to conducting rail industry compliance
inspections, staff also investigate rail accidents and incidents to determine probable
cause and investigate rail related complaints. Railroad safety specialists and
inspectors are assigned to one of five disciplines, corresponding to a specific area of
expertise:
Motive Power and Equipment - responsible for railroad rolling stock, i.e., freight
cars, passenger cars, locomotives.
Track - responsible for railroad track structures and bridges.
Signal and Train Control - responsible for wayside and on-board signal systems.
Operating Practices - responsible for operational and human factor concerns, e.g.,
railroad operating rules, qualification and certification of locomotive engineers,
control of alcohol and drugs.
Hazardous Materials - responsible for the transportation of hazardous materials by
rail.
In addition, FRA Region 1 employs two Principal Inspectors, responsible for the
regulatory oversight of short line railroads, and a Grade Crossing/Trespasser Regional
Manager, responsible for highway/rail grade crossing safety and trespasser mitigation.

To maximize the security and safety of transit systems for service users by providing a secure
and safe environment that includes operationally safe equipment and facilities as well as
personal security and property protection.
Transit Assistance Programs
The FTA provides over $5 billion annually to support the planning, development and
improvement of public transit systems. These funds are administered through the 5303
(formally Section 8 Metropolitan Planning) Program; the 5309 (formally Section 3
Discretionary & Formula) Program; the 5307 (formally Section 9 Urbanized Area) Program;
the 5310 (formally Section 16 Elderly and Persons with Disabilities) Program; and the 5311
& 5311(b)(2) (formally the Non-Urbanized Area and Rural Transit Assistance) Program.
Training, Workshops and Conferences
Through an interagency agreement with the Transportation Safety Institute in Oklahoma
City, FTA conducts training courses on developing and maintaining transit security and
safety programs, accident prevention, response to emergencies, and safety in the handling of
alternative fuels. The FTA also provides workshops and conferences for transit industry
executives and managers on specific topics regarding safety and security.
Publications and Information Exchange
The FTA provides guides and manuals on a variety of security and safety issues. In
addition, the FTA Safety and Security Bulletin Board provides a central communication
point for information on transit safety and security. The bulletin board is a user-friendly,
menu-driven system with information accessible seven days a week, 24 hours a day at 800-231-2061. FTA also maintains a Safety Management Information System with uniformly
collected comprehensive data from approximately 400 transit agencies nationwide.
State Safety Oversight Rule
FTA published a Notice of Proposed Rulemaking on December 9, 1993 which required
states to oversee the safety of rail fixed guideway systems within those states.
Drugs and Alcohol
FTA has issued guidelines, manuals and other publications to assist transit operators in
implementing the drugs and alcohol rules and regulations. FTA also maintains a drug and
Alcohol Management Information System containing data from transit operators located
throughout the United States.

The Maritime Administration (MARAD) facilitates the efficient and secure movement of
people and cargo in domestic and international waterborne commerce to promote America's
economic growth and international competitiveness in a safe and healthy environment.
MARAD is committed to a strong merchant marine and maritime industry for the United
States, the world's greatest sea trading nation. MARAD will lead and assist the U.S.
maritime industry in achieving improved competitiveness by ship operators and
shipbuilders, improving ports and harbors, fostering an efficient intermodal transportation
system and providing sealift for national security and the national defense.
MARAD has primary federal responsibility for ensuring the availability of efficient water
transportation service to American shippers and consumers. MARAD also seeks to ensure
that the United States enjoys adequate shipbuilding and repair service, efficient ports,
effective intermodal water and land transportation systems, and reserve shipping capacity in
time of national emergency. MARAD administers federal laws and programs designed to
support and maintain a U.S. merchant marine capable of meeting the Nation's shipping
needs for both domestic and foreign commerce and national security. It carries out its
mission in five ways:
1. Providing support to the U.S. merchant marine to help it achieve competitiveness in
international trade;
2. Assisting U.S. shipyards in becoming more competitive in world shipbuilding markets;
3. Improving the effectiveness and efficiency of all maritime segments of the U.S.
intermodal transportation system;
4. Advancing the capabilities of the maritime industry to provide total logistic support to
the military services during war or national emergencies; and
5. Maintaining an inactive National Defense Reserve Fleet including a surge component,
the Ready Reserve Force, to support emergency and national security sealift needs.
In order to accomplish its mission, MARAD's headquarters is divided into six functional
areas. These areas are: policy; international trade and marketing; ship financial assistance
and cargo preference; national security; shipbuilding and technology development; port,
intermodal and environmental activities; and maritime labor, training and safety. The

NHTSA's highest priority is to reduce the number of deaths and injuries - and the
economic losses associated with them - resulting from motor vehicle crashes.
Our mission is achieved through improving the safety characteristics of motor
vehicles; the ease and safe movement of traffic; and the skills and awareness of all
highway users -- drivers, occupants, pedestrians, motorcyclists and bicyclists. This
national effort is carried out in cooperation with state and local governments,
industry and other private organizations.
State and Community Grant Program
Funded under 23 U.S.C. 402, highway safety funds are available through each state's
designated highway safety office (see next page) for use in developing and
implementing programs to reduce the incidence of crashes and their severity.
Alcohol Incentive Grant Program
Funded under 23 U.S.C. 410, grants may be awarded to states with specific
legislation and programs in place to reduce impaired driving levels. These funds may
be used to deter and detect impaired drivers and educate the public on the dangers of
drinking and driving.
Safety Campaigns and Promotions
With our national, state and local partners, NHTSA develops programs and strategies
to reduce crashes. Among our current initiatives are: Safe Communities Safe & Sober

Fatal Accident Reporting System (FARS) and National Accident Sampling
Systems (NASS)
These data systems provide vital information to organizations and consumers to help

Federal Motor Vehicle Safety Standards
NHTSA is responsible for assuring the safe performance of all motor vehicles through
standards and compliance testing. Federal standards apply to cars, trucks and buses,
in addition to safety equipment such as child car seats and motorcycle helmets.

The mission of the Research and Special Programs Administration (RSPA) is to make
America's transportation system more integrated, effective and secure by conducting and
fostering crosscutting research and special programs to enhance the quality of life, safety
and well being of all Americans.
From the Eastern Region Field Office in New Jersey, RSPA assures safe, reliable and
environmentally sound transportation of natural gas and hazardous liquids by pipeline.
This national program regulates the design, construction, operation, maintenance and
emergency response procedures pertaining to gas and hazardous liquids pipeline systems.
RSPA also supports the safe transport of non-bulk hazardous material by assisting
organizations which manufacture, recondition or certify non-bulk containers for use in
hazardous material transportation.
