6th Annual BUA Annual Report to Congress
2002 annual report required by Congress and Executive order regarding NHTSA-led activities to increase safety belt use. In 2002, the National usage rate rose to 75 percent -- an historic high. In States with primary enforcement laws, the average safety belt use rate rose for the first time to 80 percent.
