	a.  find average required fuel economy levels for standards that maximize net benefits, copy to range beginning B8 on first two worksheets

	b.  copy sales to range beginning cell B2 on first two worksheets

	c.  average required fuel economy levels to seek are in range beginning cell B14

	d.  for constant rate of increase, set rate in highlighted cell on second worksheet

	e.  follow step 2 below to obtain corresponding coefficients

	f.  correction to maximum net benefit analysis produced slightly different stringencies from those used to determine relative car/truck strngency for proposal; revised values shown in pc_and_lt_stringency_calibration_chart.xls
