Brian Barnard is NHTSA’s Director of Governmental Affairs, Policy, and Strategic Planning. Mr. Barnard arrives at NHTSA having spent the last seven years working on appropriations, budget, and transportation policy on Capitol Hill. In his most recent role as the Legislative Director for a member of Congress from West Virginia, he managed appropriations and transportation initiatives, including efforts to improve the infrastructure of rural communities. Prior to that position, Mr. Barnard served for four years with the House Appropriations Subcommittee on Transportation, Housing, and Urban Development. While in that role, Mr. Barnard was responsible for the subcommittee’s oversight and annual funding for the National Transportation Safety Board, U.S. Access Board, Saint Lawrence Seaway Development Corporation, and the Federal Maritime Commission. Prior to his years on Capitol Hill, Mr. Barnard worked in the business development division of a Fortune 500 corporation headquartered in California.
Mr. Barnard received his bachelor’s degree in political science and his master’s degree in legislative affairs, both from George Washington University.
