Rachel Milberg, NHTSA’s Chief Financial Officer, oversees the three divisions within the agency responsible for financial management, acquisition services, and budget development and execution. Milberg’s team executes the agency’s more than $1 billion funding portfolio that supports NHTSA’s mission to save lives, prevent injuries and reduce economic costs due to road traffic crashes.
Milberg joined NHTSA in 2021, but has been part of the U.S. Department of Transportation for years. She first joined the Federal Aviation Administration in 2016 as a supervisory management and program analyst in the finance and management office. During her tenure with the FAA, Milberg provided coverage for various roles and executive positions throughout the agency, including serving as acting manager for the financial assistance division in the Office of Airports and acting director of capital and research budgets. Prior to joining the DOT, Milberg worked as an analyst for the budget analysis division in the Congressional Budget Office, and later worked as a professional staff member for the U.S. Senate Committee on Appropriations Subcommittee on Transportation, Housing and Urban Development.
Milberg received a bachelor’s degree in English from Northwestern University and a master’s degree in public policy from Georgetown Public Policy Institute, Georgetown University.
