Dear Ms. Soodek: This is in response to your letter of June 24, 1976, asking whethe Standard No. 302, *Flammability of Interior Materials*, applies to 'slip-on' seat covers manufactured for sale in the aftermarket. Standard No. 302 applies only to vehicles (see S3 of the Standard) and would not apply to replacement seat covers unless they are installed in the vehicle prior to its first sale for purposes other than resale (15 U.S.C.
