Dear Mr. Phelps: This is in reply to your letter of July 12 asking whether the 'Safet Backing System' can be 'legally installed and operated under the provisions of FMVSS 108.'; As you know, supplemental lighting is permitted by Standard No. 10 provided it does not impair the effectiveness of the required lighting equipment.
