  • Primary enforcement seat belt use laws permit LEOs to stop and cite a violator independent of any other traffic violation. Child Passenger Safety laws are primary, unless they are covering older children in the rear seat.

  • Secondary enforcement laws allow LEOs to cite violators only after they first have been stopped for some other traffic violation.
